John Horrocks needed more managers to help run the mills and the company in Preston. In 1796, Samuel Horrocks became manager of the Stone Mill in Edgeworth, then moved to Preston in 1802. In 1801 John Whitehead and Thomas Miller moved to Preston to join Horrocks. The company then became known as Horrocks's, Miller, Whitehead and Co. This gave John Horrocks the freedom to devote more time to his political ambitions to become MP for Preston.
